Admin emails not sending

Admin emails not sending was created by jconnoll01
I am also having trouble with emails being sent out from the system. Emails from other components like RSForms work, but the CommunityBuilder emails to the admin are not coming through.

I'm running 1.2.3, and I wanted to see if patching it to 1.3.1 will help any. I don't want to take what looks like an hour of work for nothing. Thanks!

Emailing works just fine in CB 1.3.1 and also worked fine in CB 1.2.3.
