The way CBs user management permissions inherit from is as follows.
Root Permissions
- Joomla User Permissions
- - CB User Permissions
Check within Users > Manage > Options > Permissions. Aside from that I don't know what to tell you. We've no control over that interface. We just render it within CB. Joomla is entirely responsible for the permissions display and saving.
