Yes, it's just a normal field with a fancy dropdown. What about it doesn't work? Please be more specific.

I had a similar problem when I was getting used to CB and it's myriad of features.
If you go in to Community Builder>Field Manager locate CB Privacy and make sure there is a tick in "Published" column and "1 line" in "profile" column.
Also check in Community Builder>Plugins that "CB Privacy" is "Published" and click to enter this plug-in and make sure you have all the settings correct as you require them.
