Ok, I found probable source of problems
The "Number of entries per page" parameter for this list was not set (but advertised that default is 30). After explicitly setting this field to 30 everething went back to normal: page generation time, number of rendered pagination links, number of entries per page. And it works even if I lower pcre.* values in php.ini back to normal

Strange, was the value completely empty? If not what was it set to? It should fallback in PHP to the default if nothing is specified. That certainly sounds like a bug. Have created a bug ticket and will investigate further.

This field shown empty when viewing from Joomla backend.
I've checked database and found that there is some difference in the representation of some parameters between the list I edited after upgrade and those untouched.

For old untouched "usergroupids" are stored as coma-searated list "28, 29, 18, 19, 20, 21, 30, 23, 24, 25", while for recently saved one this field is stored as "6|*|7|*|2|*|3|*|4|*|5|*|12|*|11|*|10|*|14|*|9|*|13".

Parameters field also differs:

Looks like something was not properly converted during update? Are there any ways to redo nesessary conversions?

usergroupids is converted during migration. You can see this happen within install.comprofiler.php on line 1108. The migration only happens once though. So if an error occurred during install or something of the sort the migration could have failed mid-migration. Based off your parameters it looks like the migration failed somehow; I'm unable to confirm in my tests though. Your only option at this point is to manually re-configure your userlist.

I have just few user lists, so recreating them all by hand is not a problem.
Are there any other CB objects (except lists) that have to be converted during migration?

Yes, quite a few things are migrated during install. Tab view access levels. Some usergroup configurations in CB > Configuration are converted to view access levels. Integrations like Forum Integration are removed and settings migrated to CB Forums, etc.. I recommend going through your install, even if just briefly, to make sure everything is still configured and behaving as expected.
