Blogs not moderated in CB 2.05 and other problem

Blogs not moderated in CB 2.05 and other problem was created by kinwolf
We have cofigured Blogs to use joomla categories, and blogs need to be approved before publication. (Approval is set to Enabled) But when someone writes a blog, the admin gets no notification and the blogs gets published right away.. Are we missing something?
Also, even though the setting "Access" is set to "registered" the default access for newly created blogs is always set to "public"

Was able to replicate:
forge.joomlapolis.com/issues/5071
