Could someone that works on this site or someone that know how it was done explain the Blog mods on the front page of this site?

If someone creates a blog on my site it shows up in the latest news block. I like how it has been done on this site with the blogs having their own Latest and Popular blocks.

Hi Rick,
the latest and popular modules are used on this site. I have just selected which categories/sections to filter out.
