Does CB allow you to create new user groups?

I am uploading various documents to my site and I want to be able to limit access to each content item to specific user groups.

You can create lists of users with Community Builder, but they're not user groups in the sense that each group has its own authoring permissions in regard to a particular section or category of content.

In fact, Joomla doesn't even do this, though it's on the roadmap for mid-2006.
