Now, how can I remove the superfluous second line?
I mean from which file?

It is not a superfluous second line, if you look close the first lines New is Red indicating a new post. If it is not red, The second line, that indicates no new messages.

New! - Indicates there are new posts in this forum since your last visit
New! - No new posts since your last visit

sorry do disagree with you but i think it is unnecessary.
when you have a new posting, there must be a mark.
so, if the mark is not there, it means no new popsting.
the first line implies it all.

Further, it is likely to confuse users at the outset.
If you choose the wrong color, 'new" will look catchy enough to suggest there's new posting -- until and unless they scroll down and read the bottom lines. quite counter-intutive.

it is as good as saying:
if "new" is in color x, it means new.
if "new" is in color y, it means no-new.

signs should be evident without the use of footnotes.
most message boards use the presence/absence (or highlighting/lowlighting) of an icon to convery the message.

i agree. how about a quick fix and just make the "not" new text oppacity "0" since changing the text font color wont work because of the alternating bg's

the quick fix. that is how it is done now.
so if the second new is white on this page, it will read.

new - there is new posting
- there is no new pasting.

is this really necessary?

even in iffy things (like boolian expresions in computer programs), you use only one 'if', if the alternative is just the opposite:

if a, do x; if not a, do y (necessary)
if a, do x: if not a, don't do x (unnecessary)

let us say we have at least a choice

i agree. i am a hater of Joomlaboard, but i have to deal with it for integration. try using simpleicons plugins. i replaced the "new" text with a icon which i greyed out for non new items. untill SMF works, we all have to hack it.
