I figured it out. It does affect every user who has two factor authentication enabled (google authenticator). I suppose Joomla expects not only the provided current password but an authentication value also.

Ah, that would explain a lot. Those are ran during authentication and the verify current password check runs authentication on the supplied password. Good find! Have added a bug ticket to see if we can fix scenarios like that as there must be a way to tell authentication to skip the authentication plugins.

Good idea!
We will use two factor authentication on all our platforms shortly. This is a lot safer and unfortunately needed today.
