There is a language string TO_USER_DOES_NOT_EXIST_59e6e8 which says 'To user does not exist'

It should read 'The user does not exist'.

No, it was intentionally set to that. The user the message is being sent To doesn't exist. The parameter in this case is labelled as "To" in message edit/new as well.

I now understand the logic, but in practice, it doesn't read well.

Maybe a total reword is required or, at least "To" in inverted comma's. or 'The "To" user.....'

Will change it to "User does not exist.". When sending to multiple users it'll be "User "[to]" does not exist." so they can see which failed.
