CD allows users to have an avatar and an image on their profile.
Is it possible for users to upload an animated gif as Avatars and profile image banners for their profile to make them more fun?

The default image processing in PHP is GD and GD does not process GIFs for animation. To have animated avatars you need to configure Imagick on your server then set the image software within CB > Configuration > Images to Imagick. You should then be able to upload animated avatars.
