fixed links menu instead of tabs

fixed links menu instead of tabs was created by DeepSky
Is this possible ?
Instead of tabs have a menu with links? This means update each tab individually, and why not other tabs acting as submenus.
Combining this with a custom modification i did according to user account type i'm planning to have different CB interface for different user account types.
