accessibility and onmouseover/templates

Im currently working with a CB enchanced site which is supposed to host both visually impaired and blind users.

1. I would like to have an option to have static menus instead of dynamically "onmouseover" menus. Or a combination...
2. I also would like a user could choose a template for the CB or that template switching in Joomla with mod_templatechooser in someway would triger a template change in CB.

Why?
The "flashing appearance" when a submenu appears without another user intervention than moving the mouse cursor above a menu can be disturbing depending of which level of visual impairment it is about. It is also hard to track a menu when exploding in any direction on the screen in 16x enlargement.
In some cases a partially sighted user would like to choose a custom template when available and thus having easier to read the text on the screen. This can sometimes be accomplished by using a own css stylesheet or the Internet Explorer setting "ignore colors". But not every user wants (or can) to change their browser settings for a single webpage. It could also come in handy if the user borrow another computer to log into the community.

For the blind peoples there is more to come. Theirs screenreaders isn't always up to date and in some cases not fully supporting the "onmouseover" enhancement. Lets say they are navigating to the "my profile" page in CB and then navigating further to the "onmouseover" position "change", how would they open this submenu without the knowledge about where the mouse cursor is on the screen? Sometimes there is a power user and good working screenreader then everything is okay. But often the blind user is stuck in this position. Happily there is sometimes a possibility to open the submenu items in a new page by pressing enter.

On the user side there could also be another solution. Namely swithing off the use of javascript in the browser. But this is not always a wanted solution because not every site is functional without javascript - "noscript tag". Moreover, not every blind user know how to turn off javascript.

However CB seems to be OK without javascript activated.
