it depends on what you want to do with these groups.

if you just want to present lists of members based on a specific field value, then all you need to do is create a cb list based on that criteria.

if you want to restrict any joomla content items then you are stuck with the joomla groups.

there is also JACL (search) to extend joomla groups.
