time is not sync with global configuration

time is not sync with global configuration was created by jaroeno
the time in the userlist is not sync with the global configuration... how can i fix this? Example: a user registered his on 3:00 pm (my time) and the userlist say's that the user was registered on 7:00 am. So there is a difference of 8houre
