By experimentation, I have deduced some things I'd like to check on, then answered the second one:

1) that any frontend or backend user Publisher or higher is automatically a moderator of the images.

Is there a setting/parameter for who can be a moderator?


2) The uploaded images are Published by default, but can be unpublished by the moderator? Is there a way to flip that?

Answer: It's in the parameters of the gallery TAB, not the plugin itself.
