after Config-Changes bad rights!

Hallo,
today I had to see that some turkish guys hacked my site. The only Changes they made was to overwrite the ue_config.php with some html-Code. But how could they write to this file, because normaly I corrected the rights of this file to 644!?!
I tested to make some changes in the CB-Config by using the Joomla-Backend ... and ... after Saving the changes the rights of the config-File were changed to 766.
Has somebody the same problem? Becaus no other component of my joomla-Installation (1.0.13) has this problem I think, that's a Bug in the CB 1.1.
