CGI Error: The specified CGI application misbehaved by not returning a complete set of HTTP headers.

I have searched hundreds of posts for this and nothing corrects the errors.

Windows 2008 Server
IIS
Joomla! 1.0.15
CB 1.2 RC 3
PHP Version: 5.2.6

All other posts talk about ImageMagick being the issue and chaning code. None of those solutions worked.

Any help would be appreciated.
