no i field-tip for editor text area

no i field-tip for editor text area was created by curt
Through Field Management, I created a Editor Text Area field. I also added some text into the following field:

Description/"i" field-tip: text or HTML

On the front-end, the editor and text area field appears as expected. However, the blue "i" icon does not.

Does anybody know how to resolve this?

The tooltip appears only in profile edit mode.
