Okay, that sorted out the problem for me.

All my templates were set to public EXCEPT for default.
Changing default to public that has removed the error.

Thanks, everyone. Especially Nant. I really hadn't considered publishing a template I don't use, since I don't use it. But, when I followed through and published the default template last night on all sites I maintain, all problems disappeared. So, I need to close out the three issues I opened.

This problem went bye-bye after I published the default CB template. Even though it's not used, it needs to be published with RC4.
