Hi, I saw from your demo site that substitution explanation texts are available, e.g. SQL action field and others.

Interestingly, in my installation these texts are not visible. Why is that and how can I enable them?

Be sure you've the latest CBSubs build release installed then recheck. I'm seeing the instructions fine in my tests as well so they're certainly there. My guess is you've a different version installed that doesn't have the instructions.

I have the latest builds installed but cannot see it

We don't provide install reviews for locally hosted sites even if a tunnel is provided so I won't be able to help you with this unless you upload it to a live host and the issue is observed there. As it's just assistive text and not critical to the function of the plugin it's probably safe to ignore for now.
