Multilanguage site was created by reflections

Hi,

I'm building a multi language site - using Spanish as default language, next english and I also need French and portuguese. My question is if there are any language packages available for these languages. Where to find them and how do I install them. I'm using CB 1.7
If they don't exist then is there a way that I can make them?
