Administrator's Edit Tab not displaying after update to CB 2 was created by wowza2

Before upgrade to CB 2 an administrator could edit a user's details from the front end (there was an "edit") button. After the upgrade the button is no longer displaying.

I've trolled through the forums but haven't found anything similar. Hoping you can point me in the right direction.

I doubt that upgrade had anything to do with this.

There is a CB Configuration setting (Moderation tab) - please check users.
