Didn't work. Still getting "you are not authorized to view this resource." Admin users are able to update just fine, so it can't be a directory permission issue. Besides, I checked and the directory is set to 777.

Other ideas? I'm willing to try nearly anything.

Ok, the problem is/was that you had alot of menu items in the trashcan that took up itemid's that CB (and maybe other) components were trying to use. The specific one that the upload process was trying to use was sitting in the trashcan as a deleted userlist menu item that was assigned to special access. this is why your admins could upload and your registered members could not.

I deleted this one item from the trashcan and was then able to upload as a registered member.

My advise for all reading this thread is to periodically and systematically empty your trashcans!

Ok That Work I Remove The Deleted User Menu Items With All Rights.
So How Can We Fix The Problem. Becuse Evertime I Del A Menu Iteam It Will Mess It Up.

Good catch!

It was a bug, indeed, even in 1.0 stable build 1. Corrected it now for upcoming 1.0 stable :)
