I am having the same issue. If I try the "forgot login" users it works for some users' emails, and some it does not (it gives "error sending email").
I am using SMTP mail (properly configured and email works in other parts of site)

Also I tested turning OFF joomla global SEF and it did not make a difference, still get the error on some.
