1. I did all this, but the field is not displayed. The tab is displayed, it displays other fields normally. All restrictions I also removed.
2. How to fix the user on this link, I did not understand, you did not write about it there.

Joomla timezone field isn't available for whatever reason then as it pulls the fields directly from Joomlas profile edit form. Try selecting nothing for "Hide Parameters" and see if something then displays.

I already did this yesterday, tried also to display on other tabs, checked css... I do not know what else I can do. Not displayed and everything! And this spoiled user. It can neither be corrected nor deleted. And so it will be with everyone who wants to edit your profile?

The params field being displayed won't fix already broken users. You have to fix those manually. You can reset the corrupted params column in Joomlas users table using the below fix.

As for the params not displaying I don't know what further to suggest. If you've applied CSS to hide them then they of course aren't going to display no matter what you change. Hiding them via CSS is perfectly fine as the storage behavior still triggers to workaround the Joomla issue.
