The progress bar not moving means package installer stalled. So package installer is installed, but not CB. Extract CBs package from that zip file from the /extensions/packages folder and try installing that directly to see if any errors output. If package install extensions in Extensions > Manage then uninstall it as maybe you've a broken package installer that won't clean up.

If I now uninstall the package and try to install the whole package again, then the same problem persists

Within System > Manage > Extensions ensure "Package Installer" doesn't exist. If it does uninstall it. My guess is you've a bugged install maybe due to attempting to install CB before it was J4 ready.
I don't know what else to suggest other than you likely have a permissions problem preventing it from finding or installing the packages or even possibly something JS related just breaking the installer JS.
I am unable to reproduce your issue across 2 different installs (latest RC1 and latest Github). This has been the only report of this happening though so it's likely isolated to your site or server. Please PM backend super user login credentials and will try to debug the installer and see what could be failing exactly.
I don't know what else to suggest other than you likely have a permissions problem preventing it from finding or installing the packages or even possibly something JS related just breaking the installer JS.

I see now that the package installer is there - I uninstalled it, and now I can installe th CB package. Sorry for the trouble.
