It isn't necessary to edit the core files. Append a suffix to the login module and add the CSS to your joomla template CSS file. You can then control how you desire the login module to look via CSS.

sounds like a good option leaving the module intact
do I just create the css file
how do I append it?

Same way all modules work when adding a suffix to them via their parameters. Create a new style for the module with the suffix appended in your Joomla CSS file and make the modifications you so desire.
