Which file/files to edit CB Conditional?

I have a website with a very dark background, and I am unable to find the css file using Chrome so that I may edit it.

Also, since the site is live, and you can only view the registration page when you are not logged in, I assume I'll have to make these changes with it up, or do it on a local copy and upload? What's the easiest way to do this?

You need to be more specific as to what you're wanting to change. Step by Step uses jQuery tabs so any jQuery theme and CSS will work to restyle it. Please see the below on how to build a jQuery theme.

Very cool, that will come in very handy for multiple sections of the site! Once I have one built/downloaded, where will I need to upload/select it so that the tabs in CB Conditional will use it?

Should be able to add it to your Joomla template index.php file right after <jdoc:include type="head" />.
