Hello.
We require a moderator to approve new user registration from the frontend.
However, I would like to edit this template/default email:
"Thank you for confirming your Email Address. Your account requires approval by a moderator. You will receive an email with the outcome of the review."
Please, where can I find this template to do so?

It's not in your template. It's a language string, which you can translate to whatever you like. You'll need to translate the language string _UE_USER_CONFIRMED_NEEDAPPR on line 425 of the below file.
