Receiving two registration notifications

Receiving two registration notifications was created by erichf
Using CB 1.9 on Joomla 2.5.14.
When a user registers on the site and clicks the link in the e-mail they receive two messages are sent to the site administrators.
I have disabled "Allow users to register" in the default user manager. The two messages appear idential apart from their header information. There are auto actions that add users to particular groups but I don't see anything that should generate a second registration notification.
Any suggestions as to what might be generating the second notification message?
