After my last post i kept trying various things, and have finally funelled this down to being a group permissions issue,as the only user who was able to view the header photo was a superuser.to test this i went to that module->Module permissions->Selected Registered(on left) -> change the permission for action frontend editing to allowed it starts to work in all browsers for all users.
but i don't want all my users to have module editing rights.
Module edit permission should have nothing to do with the CSS or the header. Right click and inspect the header while logged out to see its CSS classes and IDs to make sure the CSS selector is correct.

You were right, i missed out a part of class , i added it and it is working now on all browsers and for all users,Thanks again, but it is weird how changing the permissions seems to resolve it too, though not the right way.
