That's coming from Phoca Download, a 3rd party extension. You'll need to contact them for support. That's just a strict standards warning though, which means that extension isn't PHP 5.4 ready, but strict standards warnings won't cause any problems; just disable debug mode and error reporting in Joomla global configuration to suppress them.
