Does your PHP version in Joomlas System > System Information > PHP Information specifically say 7.0.6-1? I'm not finding any official release information regarding the -1 notation on the version. I've upgraded to 7.0.6 and still am unable to confirm your issue.

Is there another PHP 7 release available to you that you could try? Please also check that cURL is available.

If still having issues try making the below change as a last resort to see if issue resolves.

Dear Kyle, the CB on my PHP7 servers were acting weird lately, so isolate this problem, I have dgraded back to php5.. works like a charm now..

I will be setting up a test environment and test again.. will restart this thread when I have more info..

I had the same issues and found out the issue is related that not all PHP7 packages are installed on your server.

I think the most important in your case is to install php7.0-curl as well. Safest way is to install all php7.0 packages:

sudo apt-get install php7.0
