Ensure CBSubs Tax is installed. Once installed navigate to CBSubs > Sales Tax / Vat (or just Tax if from menu) > Tax Rules. Now create your tax rule (e.g. VAT, Sales Tax, etc..). Once done you need to assign a Tax Rate to that Tax Rule by going back to the Sales Tax / Vat page and clicking the Tax Rates button.
