User upload/import sends emails regardless was created by bradwmson

Uploading .csv file in CB Users to bulk import users - Ignore Emails For New Entries is selected.

CB sends "You have been added as a User to" emails regardless of the email setting.

Not sure if this a bug or a feature. <grin>

Joomla 4.4.12 and previous
PHP 8.2.28

It can only suppress CB emails. What likely got sent was Joomla's. Within System > Manage > Plugins edit "User - Joomla!" be sure "Notification Mail to User" is set to "No" otherwise creating users in backend will cause Joomla itself to send an email.
