The new PayPal gateway hasn't released yet. We'll announce its release when available. It should be coming this week. When released all the previous gateways will have a notice at the top noting they're discontinued so it'll be clear which you should use at that point. The new gateway will also just be included with core CBSubs and won't require a separate download.
