I know that I can exclude certain words in registration of a new user.
However, if I exclude a certain word, any combination of it will also be disallowed. For instance:
I want to exclude BillyBob. If I edit the field and add that to the forbidden words list then I cannot register with username BillyBobMan.
Is there a way to indicate that only a specific word is not allowed?

Forbidden words blocks the entire word as you've experienced. It doesn't matter its context as it's not allowed even with a prefix or suffix. There's no other forbidden words feature available, sorry.
