Approval emails no sent to all super users

CB v1.4; Joomla v1.6.5

The site has registration configured to have the user confirm their email and then have a super-user approve the account (CB is configured for super-user approval). New people that register do get their email confirmation message.

The problem is only one of the super users is getting the approval email.

All super users have moderator email checked. One of the super users happens to belong to multiple groups, but the others only belong to super-user.

Tried all sorts of things with the same results. The last thing I tried was to create a brand new account, have it go through the registration process and then change it to a super user. That new account still doesn't receive the new user registration approval emails.

And I've checked that all the super user accounts can receive email from the site by clicking on forgot password, and that they are all configured to receive moderator emails.

And all registration is going through CB and not Joomla.

There are critical ACL issues in CB 1.4 regarding J1.6/J1.7, please upgrade to CB 1.7 and confirm if issue persists.
