Is it possible for example using plugin blog that a user can comment entries ? and also question about gallery. can user comment photos uploaded by other users? thank you.

ProfileGallery has no commenting feature. ProfileBook has a "feedback" feature, but it's not really a commenting feature and below only profile owner can use the "feedback" feature. Incubator project CB Blogs on the other hand uses the CMS for storage and display so any Joomla commenting extension will work for it.
