is there any chance, to exclude user-id's in general (exclude list by ID) from notifications via BE ????

Nope, why would you need this? The notifications are 100% optional. Simply disable those you don't wish to receive from the notifications page.

Is there a way to set the notification to on or off by default from the back end? Maybe I missed it but I couldn't find it.

Yes, defaults can be configured from backend. Please see GJ > Config > Notifications > Defaults. To configure defaults for integrations please see the respective integration tab in GJ > Config > Integrations.
