how can I disable the New Category / New Group Action in GroupJive, because I want to generate a new group only with a menu link.

Depends on where you're wanting to remove it. You can disable various items via GJ configuration, please browse the configuration relative to the location you want it removed. Alternatively all of frontend is template based and can edit the template to fit whatever design you want from the below location.
