I'm wondering can CB be used to ask a series of validation questions (mother's maiden name, name of high school and so on) when they register on the site? Then, while they are logged in, CB presents them with a question (What's your mother's maiden name) every 30 minutes or so? If not answered correctly, they are logged off the system.

My plan here is to have Joomla+ Joomdle +Moodle work together where the users take online courses. A requirement is to have this type of challenge/validation question while they are logged into the system.

Possible, yes. Implemented, no. You'd need to develop a plugin to do the "ask every 30 minutes" part. The questions part can be just normal fields added to registration.

You could check places like Joomlancers to hire someone. It'll likely need to be a Joomla system plugin so the check can be performed on every page load.
