Your database likely isn't set to the correct collation. Review your database using phpmyadmin and ensure all your table collations are set to utf8. Typically this should be utf8_general_ci. The alternative is to use a language key like MY_GROUP_TITLE_1 then add a translation for it in your CB language files. Example as follows.
'MY_GROUP_TITLE_1' => 'Group 1',
