There are more features and fixes in both Joomla 3.5 and CB 2.0.14.

I would say to upgrade to CB 2.0.14 and study the Joomla 3.5 features - see the announcement for guidelines.

You don't need PHP7 to upgrade Joomla or CB. They are both just compatible with PHP7 changes.
