The default values in the database for confirmed and approved columns are already set to 1. This means using CB > Tools > Synchronize Users will bring them from Joomla to CB as confirmed and approved. This has always been the case and just confirmed is still the case. I've no idea what to tell you regarding your install as you're trying to multisite.
