CB Auto Actions to send a PM to a user was created by smFruen
how can i get CB Auto Actions to send a PM to a user when another user comment on the users activity.

user Y reply ( yes it is )
system send a PM to user X with the text (user Y answered on your activity posts, "yes it is")

user Y comment ( nice photo )

Doubt you'll be able to without access to PHP (so you'd have to custom code this in a Code action). You'd use the trigger activity_onPushComments, but it doesn't send the activity object so there's no way to grab the user id of the activity entry to set the recipient. Next CB Activity release should better allow for this as I'll be improving the trigger to send more information.
