I just added "Staff Notes" to a project I did. The "Staff Notes" tab is restricted to staff-view only. Users can't see it.
The only field on TAB "Staff Notes" is as CB Activity "Comments" field. You can turn off Replies in the field parameters.
This keeps a time-stamped historical record, and logs who made the comment... but I don't know about deletion... is that limited to comment owner and super users?
The only people that can delete are the owners of the stream (this is conditional and typically only applies to profile assets), the comment owner, or moderators. If all your staff are moderators then they can all freely delete comments on it, but from sounds of it no one else can.
