I got this error after promoting a user from Administrator to Super User.
When I save the user, he immediately becomes Inactive.
When trying to login in Frontend, this message is shown:
Error
Your login is blocked.
But in Backend, I can see the user is NOT blocked, the account is inactive.
In BE user list view, I click the icon to enable the user and the icon changes.
When I enter the profile, he is still disabled. Enable, Save, changes to Yes, refresh the page and again disabled.
I have tried to disable the plugins, no difference.
AntiSpam Logs looks ok.
AntiSpam Blocks list is empty.
I have a clone of the site with CB 2.1.2 (2 nightly builds older) where I cannot replicate this error.
As it is a live site, I have not tested to change other accounts.
I am out of ideas where to search errors.
Any suggestions are highly appreciated.

The block column in _users has to be set to 1 for that error to display. Disable non-core CB plugins 1 by 1 to until issue goes away to see if a plugin is causing it. If not then I recommend looking into installed Joomla System and User plugins as both can act on Joomla user stores.

Yes, you were right that the problem was in the Joomla user manager.
I have tried, but have not been able to recreate the issue.
I guess this was just an accident.
