Typically you'd use a variable from the trigger for that instead of from the action user. The intention for that action was the trigger user was always the person sending the PM and that covers the majority of usecases. Didn't consider your current usecase when doing the user object switching. If you're doing this on both "onBeforeFirstLogin" and "onBeforeUserAvatarUpdate" then [var1_id] in "To" should work as you're wanting. I've added a feature ticket to review seeing how both user objects could be supported for substitutions.

Please also tell me what I fill in for User under the Global tab, Automatic, Manually, user or Specific.

Leave as Automatic based off the triggers you're using.
